Workforce Skills Development Program Manager

The Manitoba Workforce Skills Development Program Manager (WSPM) is a 12-month term position on the YES! Winnipeg (YW) Team and is responsible for management of the Manitoba Workforce Skills Development program. This program provides a bursary to employers to offset the cost of retaining employees and new hires impacted by COVID-19.


  • Manage the $12.5 million fund provided by the Province of Manitoba in conjunction with the Manitoba Chamber of Commerce;
  • Outline parameters required for employers to access the funding for their employees and review funding applications;
  • Develop a program implementation plan that provides employers with access to micro credential courses, market driven training and rapid skills development pathways that qualify for a bursary.
  • Work collaboratively with external partners including employers, post-secondary institutions, chambers of commerce and government to build and deliver on program outcomes;
  • Work collaboratively with internal partners such as business development managers (BDMs) assigned to key sectors to identify and support employers who would benefit from participating in the program;
  • Identify, build and maintain key relationships with clients, investors, industry associations, educational institutions, business groups and other organizations and stakeholders in support of the program;
  • Manage a diverse range of reactive requests, multi-tasking and re-prioritizing to meet deadlines;
  • Willingness and ability to travel within Canada and internationally for conventions/events/investment missions;
  • All other duties as assigned.

  • Exceptional professionalism and the ability to present well in representing Winnipeg and EDW at the C-suite level.


  • Bachelor’s or Master’s degree in a business-related field;
  • Minimum 5-7 years of professional experience in the private sector;
  • A successful track record of strategic business development, sales, or a related discipline;
  • Experience delivering results in a fast paced, multi-disciplinary business environment;
  • Computer literacy/proficiency with Microsoft Office / Office 365 products and CRM platforms.
  • Class 5 driver’s license, a clean driving abstract and access to a vehicle.
