Economic Development Winnipeg is committed to supporting local businesses and organizations as they navigate economic challenges and explore new opportunities. Tariff threats have brought uncertainty to many Canadian businesses, many of whom are looking for support to pivot to new business models, and new markets.

This page is intended to provide a central hub of available resources for businesses, employees and industries in Winnipeg that may be affected by tariffs or other trade uncertainty.

As new services and programs become available, this page will be updated. The intent of this page is not meant to be a current news resource on Canada-U.S. tariffs; however supports announced for businesses that Winnipeg employees and businesses can benefit from will be added to this page through regular updates.

For companies exporting outside Canada

· EDC’s Trade Impact Program is providing $5 billion in dedicated funding and support for eligible Canadian exporters.

· Canada’s Tariff Finder tool allows you to find up-to-the-minute information on what tariffs may apply to your business.

· EDC has a checklist to help companies prepare for exporters facing tariffs.

· Canada’s Trade Commissioner Service is maintaining a resource page to support Canadian exporters.

· The Trade Commissioner Service maintains a resource page with information around Canada’s current free trade agreements.

· Exporters can identify existing Canadian trade agreements and related details, to help identify new potential export markets.

· The Government of Canada has outlined a framework and process to consider remission requests for any tariffs on products from the U.S.

· The Canadian Manufacturers and Exporters is managing an industry-specific information and advocacy page related to U.S. tariff-related issues.

For businesses in the agricultural industry

· Agriculture Canada has a list of industry-specific programs and services for Canadian businesses.

· Farm Credit Canada offers financing solutions for agriculture and food businesses.

· The Government of Manitoba has provided an additional $150 million in support for agricultural producers, through programs including AgriStability, AgriInsuranceAgriInvest, and Wildlife Damage Compensation.

For all businesses seeking funding support

· The Business Benefits Finders helps identify potential sources of funding, support, and mentorship for Canadian businesses.

· PrairiesCAN offers support and funding solutions for businesses based in the Prairies, including Manitoba.

· The CanExport program offers funding for established Canadian businesses that export internationally.

· The Canada Small Business Financing Program helps small businesses (annual revenue under $10 million) access loans by reducing the risk with lending institutions.

· The Government of Canada has also announced that income tax and GST/HST remittances will be paused from April 2 - June 30, 2025.

· The Government of Canada has expanded its EI eligibility guidelines until March 6, 2026 for employees potentially affected by tariffs.

· The Government of Canada has introduced special measures under its Work-Sharing Program, expanding Employment Insurance benefits with greater eligibility.
